Background

The “ClimGov II” project is the next phase in Algeria’s commitment to enhancing climate governance and implementing the Paris Agreement, building on the successes of the “Strengthening Climate Governance with regard to the Intended Nationally Determined Contributions (ClimGov)” initiative which concluded in 2021. Aimed at refining Algeria’s institutional and legal frameworks, ClimGov II seeks to bolster efficiency across sectoral and cross-sectoral coordination for more impactful climate action.

Structured around four key areas, the project focuses on:

Governance of climate action: Enhancing the national framework to support Algeria in the development of its Nationally Determined Contribution (NDC) by 2025. This includes capacity building for NDC formulation, strengthening the legal framework and supporting the capitalisation and generalisation of the process of drawing up local climate plans.

Adaptation: Introducing guidelines for planning climate change adaptation measures and plans within selected sectoral institutions, consisting of a monitoring and an assessment part.

Mitigation: Introducing climate action planning and monitoring in selected sectors aiding Algeria in mitigating GHG emissions.

Climate financing: Building on the groundwork laid in the first phase of ClimGov, focus is set on enhancing financial mechanisms for climate initiatives by reinforcing the capacity of relevant Algerian institutions.

HEAT services

HEAT supports all four components of the project by providing the following services:

  • Establishing an institutional process used by the National Climate Comittee to develop the NDC
  • Drafting legal texts for the implementation of a climate legislation
  • Application of two sector-specific guides for planning gender-sensitive adaptation measures by sectoral institutions
  • Introducing monitoring and reporting processes for the adaptation objective of the NDC in sectoral institutions
  • Submission of three sectoral contributions to the Biennial Transparency Report to the Ministry of the Environment.
  • Compilation of modelling data for GHG emission mitigation scenarios from 2 sectors for the relevant working group
  • Design of two national climate financing mechanisms by the responsible institutions
  • Supporting the submission of GCF accreditations in accordance with the access criteria by three Algerian institutions
