Background

To reduce deforestation and forest degradation, the Ivorian government plans to promote agroforestry systems on a large scale in its REDD+ strategy and at the same time sees this as a contribution to achieving the Nationally Determined Contribution (NDC) under the Paris Climate Agreement. In its NDC, the Ivorian government commits to reducing greenhouse gas (GHG) emissions by 28% by 2030, under a business as-usual scenario focusing on the following sectors: energy, agriculture, forestry and waste.

The project developed a Monitoring, Reporting and Verification (MRV) mechanism in the Comoé area to measure the impact of agroforestry activities carried out under the EU financed GIZ project “Governance and sustainable management of natural resources in the Comoé and Tai area, Côte d’Ivoire”. The MRV system provides the basis to evaluate 1. the impact of the ongoing project activities on the reduction of GHG; and 2. the potential impact on an upscaling of the project activities on greenhouse gas emissions. The system is in-line with the approaches and processes regarding the national communications regarding NDCs. The project was set-up under the general supervision of the national authority Direction de la Lutte contre les Changements Climatiques et la Transition Ecologique (MINEDDTE/DLCCTE).

HEAT Services

HEAT, in consortium with GFA Consulting Group, provided the following services:

  • Design of the MRV system at the local Comoé level, including a review of existing information on MRV in Côte d’Ivoire.
  • Set-up of the MRV system backed by the necessary IT tools for its use at local level.
  • Training of relevant stakeholders/partners on the MRV methodology
  • Capacity building of users of the MRV system: development of a technical capacity building program for users, preparation of training materials, organization of workshops and training sessions.
  • Development of an upscaling concept showing how the MRV system can be used for other land use systems in Côte d’Ivoire.
  • Identification of financing options to finance MRV activities in Côte d’Ivoire.
  • Support to create the National MRV Geo-Platform, to allow integration of the Agroforestry MRV Platform.
  • Report on data input and analysis to assess project impact on carbon sequestration and potential for marketable carbon offsets (VERRA method).

Main outcomes:

  • Methodology for an MRV system for emissions and removals from agriculture, forestry and other land use set up to quantify the impact of the agroforestry activities of the Pro2GRN project on the reduction of GHG emissions
  • The local MRV system will integrate/contribute to improving the national AFOLU MRV system
  • Agroforestry mitigation efforts and their MRV monitoring can be replicated and scaled up at the national level
  • Trainings for agents from local, regional and national institutions on MRV field measurements and data analysis ensure capacities at national partners for the longterm  management of the MRV system
