Project goals
This project targets the expansion of low carbon buildings (LCB) across Cambodia, India, Indonesia, Thailand, and Vietnam, addressing regulatory, capacity, and financing barriers. It aims for carbon neutrality in the building sector by 2050 through enhancing government and industry capabilities, improving financing for efficient cooling and LCB, and stimulating market demand for LCB. Key initiatives include developing a methodology for whole-building life cycle GHG assessment, establishing GHG baselines and building registries (excluding Thailand), and integrating building performance in national climate strategies. Training programs will cover sustainable cooling and low carbon buildings, while supporting the implementation of pilot projects and advancing national and regional policies.
HEAT services
HEAT, in consortium with the project partners provides the following activities:
Country-Specific Tools: Development of a standardized low carbon performance metric and a Building Carbon Assessment tool to guide new and renovated buildings towards ambitious carbon performance standards, linked to national regulations and climate commitments.
Policy Recommendations: Formulation of pathways for achieving net zero carbon in the building sector by 2050 through policy analysis, stakeholder engagement, and scenario modelling in collaboration with governments and other stakeholders.
Capacity Building: Training for government officials and industry professionals on whole carbon assessments including embodied carbon, sustainable building practices, and the transition to natural refrigerants, alongside integrating building sustainability into university syllabuses.
Finance Tools: Development and localization of a taxonomy to connect building energy and carbon performance with financing, enhancing Green Public Procurement based on carbon performance standards.
Replication and Scaling: Dissemination of knowledge on the LCA approach for buildings through outreach materials, online platforms, and fostering cooperation with related programs for broader impact.
