India's building sector is governed by building codes, certified through green rating systems, and financed through climate finance frameworks and carbon market mechanisms. Each system applies its own definition of a low-carbon building, which makes performance claims hard to compare and slows the flow of capital into efficient construction.
This report reviews all four systems and identifies where they can be brought together. It proposes a unified buildings taxonomy for India, connecting building codes, green rating systems, climate finance frameworks and carbon market mechanisms into one classification system. The report sets out performance indicators, an implementation framework, and India-specific benchmarks for operational and embodied carbon.
