India regulates, certifies and finances low-carbon buildings through four separate systems that define the term differently. A new report from the Asia Low Carbon Buildings Transition project sets out how to connect them.
India’s building sector is governed by building codes, certified through green rating systems, and financed through climate finance frameworks and carbon market mechanisms. Each of these systems applies its own definition of a low-carbon building. For an investor comparing projects, or a regulator checking a claim, that inconsistency is a practical obstacle to directing capital.
Shaping India’s Built Future: Buildings Taxonomy Report, published in July 2026, examines all four systems and identifies where they can be brought together. It proposes a classification system, a set of performance indicators, and an implementation framework that links regulatory compliance, green certification, climate finance and carbon market participation.
The report also establishes India-specific benchmarks for operational and embodied carbon. Benchmarks are the decisive element: a taxonomy without measurable thresholds cannot be verified, and an unverifiable taxonomy will not mobilise investment. The stated aim is to mobilise investment and support India’s transition to an energy-efficient, low-carbon built environment aligned with its net-zero target.
HEAT’s role
Within ALCBT, HEAT works on the building taxonomy framework and its adaptation to national and state-level contexts, including India. This connects directly to HEAT’s technical lead role on BEAT, the Building Emission Assessment Tool, which produces the embodied and operational carbon evidence that taxonomy benchmarks depend on.
The report follows the earlier ALCBT publication Strengthening India’s Low-Carbon Buildings Ecosystem through Capacity Building.
ALCBT runs from 2023 to 2028 in Cambodia, India, Indonesia, Thailand and Vietnam. It is implemented by GGGI as lead, together with the ASEAN Centre for Energy (ACE), Energy Efficiency Services Limited (EESL) and HEAT GmbH, and funded by BMUKN through the International Climate Initiative (IKI).
Taxonomy stakeholder workshops with government, industry and finance representatives are planned in India during 2026.
