The June Climate Conference in Bonn (64th sessions of the Subsidiary Bodies, SB64) delivered an important outcome for the Technology Mechanism of the United Nations Framework Convention on Climate Change (UNFCCC): Parties agreed to a conclusion establishing the hosting of the Climate Technology Centre and Network (CTCN) by the United Nations Environment Programme (UNEP). The conclusion ensures continuity for the CTCN beyond February 2027, when the current host agreement expires, and will be formally adopted at the 31st Conference of the Parties (COP31). UNEP has proofed itself as previous host of the CTCN, therefore the decision ensures continuity of work without disruption. The conclusion will be forward to COP31 and formally decided.
Negotiators also welcomed the joint annual report of the Technology Executive Committee (TEC) and the CTCN for 2025, reaffirming the importance of the TEC’s policy recommendations for advancing climate technologies. In addition, Parties agreed to strengthen transparency on financing by publishing regular stocktakes of the links between the Technology Mechanism and the Financial Mechanism (GEF and GCF) through the technology transfer (TT:clear) platform.
Another key outcome was the launch of the second periodic assessment of the Technology Mechanism, which will evaluate its effectiveness in supporting technology development and transfer under the Paris Agreement. An interim report is expected by June 2027 with the final review completed by COP32.
Overall, the Bonn negotiations reinforced the role of the Technology Mechanism and secured the uninterrupted operation of the CTCN, building on its expanded mandate and the launch of the Belém Technology Implementation Programme (BTIP) at the 30th Conference of the Parties (COP30).
